The Fact That Opens the Series
On October 7, 2026 the Defense Advanced Research Projects Agency (DARPA) moved four more companies into the final stage of its Quantum Benchmarking Initiative, which asks whether any approach reaches utility scale by 2033. Six finalists now compete for that answer. No roadmap from any of them claims a quantum machine will run AI inference or training by 2032, and IBM, Google and NVIDIA make no such claim either.
Washington holds the strongest geography in the country for the sites that would host such a machine, and the binding constraint there is older than quantum. Grant County's public utility district capped data center load growth in April 2025 and named transmission rather than supply as the limit. The county sits 150 kilometers from Seattle on Columbia River hydro.
Central Finding
Central finding: clean energy source decides how much compute a modular site can host, and quantum changes none of that arithmetic. Quantum joins a regional clean compute anchor as a research tenant and a source of training labels for scientific models, and the first commercial quantum-AI service delivers those labels remotely. The anchor's economics therefore clear on classical regional inference and interruptible compute, and its reserved island circuit stays reserved until a tenant names a workload that needs local coupling.
How the Mechanism Runs
Firm fraction sorts clean sources before any approval question arrives. Geothermal, hydro and the first small modular reactors firm continuous compute at a scale a county can approve as an accessory use, while solar and wind yield more compute per dollar only for work that can pause. A 20-megawatt anchor runs 9,000 to 10,000 graphics processing units (GPUs) and about 25 megawatts of geothermal nameplate or 45 to 60 megawatts of hydro firms it. Power allocation binds even where a county acts first, because a county approval without import rights produces no operating capacity.
Three walls keep a quantum processor off the GPU side. Loading classical data into a quantum state costs about as much as the computation it would accelerate, reading the answer out collapses the state to a few bits, and error correction multiplies every logical gate by hundreds of physical ones. A one-megawatt island beside a 20-megawatt GPU hub therefore adds zero inference capacity. The island costs $3.5 million to $4.5 million a year against a classical operating margin of $5 million to $10 million, and it covers that cost only as a shared hub serving six to eight sites at 60 percent utilization or under a public research tenancy.
Quantum-computed training labels are the one channel that pays within the horizon. Classical simulation of electronic structure turns approximate once electrons correlate strongly, and catalysts, battery electrolytes and superconductors all live in that regime. A fault-tolerant machine computes those energies to chemical accuracy, and the labels train materials foundation models that Google, Microsoft and Meta already train on worse classical labels. The value accrues to whoever owns the trained model, and the buyer takes delivery from wherever the machine sits.
Predictive Behavioral Economics + Dynamic Game Theory supplies the forecast through MindCast AI Proprietary Cognitive Digital Twin Foresight Simulations (MP CDT FS), in which each Cognitive Digital Twin (CDT) models how a named institution decides as evidence and rules change. Game Theory supplies the payoff structure: an anchor survives only when the host beats its outside option, a shared hub pays every party through utilization while a local island pays only the vendor, and a hyperscaler earns publication priority by publishing the first labels result. Behavioral Economics supplies the decision rules: counties react to the salient label while utilities apply thresholds regardless of salience, "quantum-ready" is salient at the county and the lender while utilization is not, and laboratories buy machine access with no data clause until a replicated result teaches them the resale value of labels. Predictive behavior emerges from the combination, and the 17 Simulation Predictions across the three installments follow from it.
What the Three Installments Add Beyond This Summary
The three installments carry 17 MindCast Foresight Simulation Predictions, and this summary shows nine of them. Each carries a band and a window together with a falsifier and a verification source. Installment One supplies the compute-yield table for five clean sources per 100 megawatts of nameplate, the three-condition rule that places anchors in six regions, the four 2027 Washington instruments and a fixed population of 18 counties against which its county-decision prediction resolves.
Installment Two supplies the break-even arithmetic for a quantum hub at three utilization levels, the six innovations that would enlarge quantum's role ranked by effect and the three-tier timeline from instrument to data source. Installment Three supplies the five-channel ranking with each channel's unit of improvement and delivery mode together with the net quantum-AI value test a buyer applies. Thirty-five Cognitive Digital Twins and 17 Risk Mitigation entries sit across the three papers, and 29 external sources and three appendices of MindCast works close them.

Nine Simulation Predictions That Carry the Series
The nine entries below are the strongest of the 17, three per installment, with the installment named so a reader can find the full statement.
Installment One, P-1. A Washington public utility district or utility executes a service agreement for a modular compute anchor at an existing hydro or nuclear interconnection at a first phase under 20 megawatts, through December 31, 2028. 45–57%.
Installment One, P-2. The first quantum-equipped project to receive a county land-use decision in any of 18 named counties across six regions is a firm-clean modular anchor under 20 megawatts rather than a campus addition, through December 31, 2029. 42–54%.
Installment One, S-4. Washington enacts or adopts a definition treating computing equipment at an existing generation facility by measured burden rather than by the data center label, through December 31, 2027. 34–46%.
Installment Two, P-1. Given a research buyer whose programs span three or more sites: the first commercial quantum hub on a clean energy host serves at least three remote sites at job level before any second clean host installs a local island. Window through December 31, 2031. 48–60% given the buyer.
Installment Two, P-2. The first clean-hosted quantum island reports a chemistry or materials model trained on its own labels before it reports any energy relief or capacity metric, through December 31, 2032. 44–56%.
Installment Two, S-1. No published benchmark shows a quantum or hybrid solver beating the incumbent classical solver at equal solve time on a data center dispatch problem, through December 31, 2030. 78–88%.
Installment Three, P-1. Among qualifying results published after October 28, 2026 the first model trained on quantum-produced data to beat the strongest classical baseline is a labels result for a materials or chemistry model. Window through December 31, 2031. 62–74%.
Installment Three, P-2. No quantum-sampled synthetic dataset improves a named general AI benchmark over the best classical generator at equal compute cost, through December 31, 2030. 70–82%.
Installment Three, S-4. The first commercial AI service built on quantum-produced scientific data runs on shared or remote quantum access and not on an operator-owned processor, through December 31, 2033. 64–76%.
Every Simulation Prediction in the series names an actor and an outcome with a window, a band, a falsifier and a verification source. Two are conditional and read as the probability of the outcome given the condition: Installment Two P-1 above and Installment Three S-3 on a data-deliverable procurement. The installments carry 17 Simulation Predictions in all, and no window has yet closed, so the validated tally stands at zero hits and zero misses.
What Each Stakeholder Should Do, With Risk Mitigation
Each entry below pairs an audience with the Simulation Predictions that bind it and states the exposure in a unit the audience controls. Each then lists the actions the audience can take alone and the exposure that survives. The entries sit with the callouts rather than in a separate section, because a reader scanning for commissioning signal reads the mitigation before the argument. Severity and probability run on separate axes, and the actions are analytic options rather than legal, investment or fiduciary advice to any party.
💼 Clean energy hosts and developers. The 2027 hosting cycles arrive before any utility-scale quantum evidence, and the first host to file a burden exhibit writes the county's template. Classify every site by firm fraction before any county or lender conversation, and sell the anchor's quantum role as hub access and research tenancy rather than processor ownership.
Binding Simulation Predictions: Installment One P-1 (45–57%) and Installment Two P-1 (48–60% given the buyer).
Exposure: a host that signs an operator agreement before the district confirms import capacity carries equipment deposits and quarters of lead time against an allocation that may not arrive, and a host that installs an island before joining a hub carries $3.5 million to $4.5 million a year of fixed cost at 10 to 20 percent utilization. Severity: high. Probability: moderate.
Actions: the development lead obtains written confirmation of import capacity at module load before signing, by the next district board cycle. The commercial lead negotiates hub access terms with at least one vendor before accepting any island quote, by the first 2027 hosting cycle. The finance lead models island revenue per validated candidate with zero capacity credit before any capital commitment.
Residual: a district can revise allocation rules after the agreement, and a vendor can offer placement terms that make an island rational for one host and irrational for the region.
🏛️ Washington legislators. The 2027 session convenes January 11 and holds four instruments that move the Simulation Predictions: a definition of added load at existing generation interconnections, an accessory computing use keyed to measured burden, a tax classification fix and a functional protected-load test keyed to recovery time. Draft the four as one burden-keyed package rather than a nuclear-site bill, because the first anchor agreement in Washington is likelier at a hydro interconnection than at the reactor site.
Binding Simulation Predictions: Installment One S-4 (34–46%) and P-1 (45–57%).
Exposure: a nuclear-only accessory definition leaves hydro and geothermal anchors in case-by-case negotiation, and the legislature then inherits an allocation precedent it did not write. The unit is sessions lost before a rule exists. Severity: moderate. Probability: moderate.
Actions: legislative staff draft the added-load definition before the 2027 bill cutoff. Committee staff publish the functional protected-load test before the first quantum-equipped filing reaches a county. Caucus staff prepare the tax classification analysis for an existing-facility anchor before any bill text circulates.
Residual: Bonneville Power Administration terms sit under federal authority and can override any district test the state writes.
⚖️ Counsel to hosts, laboratories and the quantum cohort. Hosting agreements in the current market are silent on import rights at module load and on allocation of approval delay, and access agreements assign quantum-produced labels by silence. Write both sets of terms before the first operator signs and before the first label exists, because the first procurement naming data as a deliverable will fix how every earlier contract is read.
Binding Simulation Predictions: Installment Three S-3 (40–52% given authority), Installment Two P-2 (44–56%) and Installment One S-3 (40–52%).
Exposure: an access contract silent on label and model ownership assigns the channel's value by default to whichever party holds the output when the precedent lands, and the other party renegotiates under time pressure. A reactor-site service agreement silent on federal co-location cost allocation leaves the host exposed to transmission charges a later Federal Energy Regulatory Commission (FERC) order assigns. Severity: high. Probability: moderate.
Actions: transaction counsel allocates label ownership, derived-model ownership and publication rights in every access contract and tenancy now. Regulatory counsel documents the client's export-control assessment for quantum-produced data before the first cross-border transfer. Transaction counsel adds a co-location reopener to every reactor-site agreement and import-rights language to every hydro-site agreement before signing.
Residual: a federal procurement clause can override contractual allocation for federally funded labels, and FERC can adopt co-location terms neither party proposed.
🏛️ County planning boards and utility commissions. The first quantum-equipped project to reach a county docket in the six regions tests whether a county reads an anchor by burden or by label, and the first protected-load ruling tests whether a commission keys continuity to function or to technology. Write the test before the application arrives.
Binding Simulation Predictions: Installment One P-2 (42–54%) and Installment Two P-1 (48–60% given the buyer).
Exposure: a county that decides the first quantum-equipped project without an accessory-use test sets a precedent every later project cites within one or two session calendars, and a commission that grants protected-load status by label invites every later technology to claim it. Severity: high. Probability: moderate.
Actions: planning staff draft burden thresholds for computing equipment at energy facilities in the next code amendment cycle. The board requests burden data at pre-application by resolution in the first quarter of 2027. Commission staff publish a functional protected-load test keyed to recovery time before the 2027 sessions.
Residual: a statute passed under development pressure can override county and commission tests.
📊 Investors and lenders. Three underwriting errors recur across the installments: crediting an island with hub-level utilization, funding a reactor-sited anchor ahead of the construction permit and crediting a sampling or kernel claim before a classical match removes it. Underwrite the anchor on regional inference and interruptible compute, stage capital to the allocation agreement at hydro sites and to the construction permit at reactor sites, and give quantum zero capacity credit until a hub serves three sites.
Binding Simulation Predictions: Installment Two P-1 (48–60% given the buyer), Installment One S-3 (40–52%) and Installment Three P-2 (70–82%).
Exposure: hub-level utilization assumed at an island overstates annual margin by $3.5 million to $4.5 million. Capital committed ahead of the reactor permit carries the Nuclear Regulatory Commission's schedule as uncompensated delay into the mid-2030s. A valuation that credits a sampling-based AI claim carries that revenue until a classical match removes it within four quarters of publication. Severity: high, with probability moderate for the first two and high for the third.
Actions: the credit committee underwrites quantum at 10 to 20 percent utilization until a hub contract with three remote sites exists. The investment committee stages reactor-site funding to the construction permit and to a separate hydro or grid service agreement for the first phase. The diligence lead requires a stated classical baseline and a twelve-month survival test before crediting any sampling or kernel revenue.
Residual: utilization at the first hub may still fall short of the level that covers fixed cost, and the interim source may carry its own allocation limit.
🏛️ Laboratory and federal program officers. A hub is a procurement outcome before it is an energy outcome, and a laboratory that buys quantum access for several sites forms a hub by contract. Write the first quantum access procurement for a chemistry or materials program with labeled data as the deliverable, and state a hosting position on multi-site access in writing.
Binding Simulation Predictions: Installment Three S-2 (64–76%) and S-3 (40–52% given authority).
Exposure: a program that funds quantum access for optimization or general AI ahead of chemistry spends a budget cycle on the class DARPA's verification is least likely to name, and loses the procurement precedent to a program that funded chemistry. Severity: moderate. Probability: moderate.
Actions: program staff write the data-deliverable procurement before DARPA's first final-stage report. The program office states its hosting authority and multi-site access position in writing through 2027. Program staff require a stated classical baseline in every access award.
Residual: DARPA may name a class the program did not fund, or name none.
💼 Quantum vendors and the Seattle quantum cohort. IonQ's Bothell manufacturing site and Microsoft's Redmond quantum program sit within the latency radius of the first Washington anchors, and a vendor's placement offer competes with a buyer's remote delivery for the host's decision. Target chemistry benchmarks with stated classical baselines, and offer hub access terms before any island quote.
Binding Simulation Predictions: Installment Two S-3 (66–78%) and Installment Three P-1 (62–74%).
Exposure: a vendor that publishes against weak baselines loses lender credit for every later claim, and a vendor that sells processor placement on the strength of a quantum-AI product finds that product's buyers taking delivery remotely. Severity: moderate. Probability: moderate.
Actions: the research lead adopts the strongest classical baseline the field uses before the next publication. The commercial lead offers hub access terms to the first Washington anchor before quoting an island. The engineering lead publishes a logical-qubit count with its physical-to-logical ratio once that ratio falls under 100.
Residual: a warm-modality processor can make local ownership ordinary and move demand back to sites.
💼 Model builders and enterprise chemistry buyers. The first published quantum-labeled materials model carries a hyperscaler affiliation before any clean-hosted island reports one, and a buyer who waits for the island licenses two to three years later. License or replicate the first published labels model regardless of its host.
Binding Simulation Prediction: Installment Three S-1 (55–67%).
Exposure: two to three years of licensing delay measured against the first hyperscaler publication. Severity: moderate. Probability: moderate.
Actions: the research lead licenses or replicates the first published labels model by the quarter after publication. The procurement lead writes host-neutral data clauses so a later island tenancy can substitute.
Residual: a hyperscaler can withhold the label set and license only the model.
Three actions above serve two installments at once: counsel's ownership clauses reduce exposure under Installment Two P-2 and Installment Three S-3, and a program office's hosting statement activates Installment Two P-1 while reducing exposure under Installment Three S-3. Each action is credited once.
Conclusion
DARPA's six finalists will answer the utility-scale question by 2033, and nothing in that answer changes the compute a clean energy source can host today. Grant County's transmission cap decides the first Washington anchor before any quantum machine arrives, and the labels that machine later produces travel as data to whoever owns the model. Build the anchor on the source, reserve the island and treat allocation as the binding constraint.
