The Map

Authorization behaves as a priced input across the stack, and the price varies by layer rather than by revenue or technical sophistication. Layers closest to land, power, and grid interconnection carry the heaviest territorial authorization exposure; layers furthest from them carry almost none. A second authorizer compounds the first: state commissions and counties price territorial authorization through tariff, interconnection, and cost allocation, while federal licensing prices technological authorization through export control, entity listing, and country-group placement. Territorial terms usually change what participation is worth. Technological terms can eliminate whether it exists.

Sorting the stack by that single variable answers two questions at once. Foreign entry concentrates in the layers with the least territorial exposure — equipment, engineering, operations software, post-quantum migration services — while the gated layers hold compute hardware, network infrastructure, and campus control. Work leaves through the same open layers: engineering, monitoring, software, and migration services travel; land, interconnection, firm-power obligations, and the forum-facing authorization functions stay. The layers most open to foreign entry and the layers most easily offshored are the same layers, observed from two shores.

Quantum inverts the profile. A standalone quantum installation draws tens of kilowatts — three orders of magnitude below any state large-load trigger — while foreign transfer, access, and participation involving the same installation sit behind qubit-count controls, deemed-export rules that reach hiring, and a thirteen-nation allied coordination forum. Authorization itself is changing shape at the same time: the July 2026 United Arab Emirates rule paired a country-group upgrade with named-entity eligibility, conditional and revisable, with the G42 and Core42 authorizations expiring in April 2027 unless renewed. A firm's record has become an asset class.

Durable-benefit drafting arrives — at least three states enacting data-center provisions keyed to permanent operations employment rather than construction counts by the end of 2027, at 70–82%. Accountability survives mobility — at least five approved instruments across three states retaining a named United States accountable counterparty while permitting remote performance of a supporting layer, at 73–84%.

Who Reads Which Paper

AI-Quantum Insourcing - Entry side. Foreign operators and services firms get the ten-layer map and the classification divergence — which layers a firm can enter now, and what to build this year versus next. Sovereign and strategic capital sees how disclosure and entity-specific authorization add visibility costs to passive ownership. US developers, utilities, and procurement teams get a screen for which foreign capability relieves domestic bottlenecks without transferring control of land, power, or grid authorization. Lenders receive the underwriting distinction: value burdens can be spread over; feasibility gates cannot.
